"Commercial" - I have never understood the term fully.
All of my work is commercial: I get paid to take photographs; it's my job and what I do. I suppose what defines "commercial" is the attitude of the person commissioning the work. The commercial client wants the photograph for some sort of financial gain and very often is happy with a single image from a day-long shoot, provided that it meets all the criteria.
My first question to my commercial clients is "What are you trying to achieve?" Very often my solution to the problem is one that they have not considered but, when developed, produces inspirational results.
